Santiago Flores Amaya was linked to the Salvadorian FLMN guerrilla and took part at the guerrilla camps and after the peace accords of 1992 supported reintegration of ex combatants. Under the first left-leaning government of the party of the former guerrilla movement 2009-2014, he was General Director of the Social Prevention of Violence and Peace Culture Programme (PREPAZ) of the Justice and Public Security Ministry. He was thus in charge of developing the governmental approach to citizen security. An education specialist by training and protestant priest, he is a social and human rights activist with additional training in interreligious dialogue, conflict resolution, among others. Currently, he is country coordinator El Salvador for the GIZ regional programme PREVENIR.
